In the Baltic Sea she's very indigenous to the shore on the east side, so you can hug the west shore, the shore of Sweden, and get the Baltic mostly filled in for a cartographer while avoiding her. It's not possible to avoid her and still discover Belgrade, but then, that supply port is not necessary for anyone's campaign. The vortex that robs you of your goods is most likely to rob you of gold from Veracruz if you've so invested Veracruz up, and sail the wrong way--to avoid it, keep a respectful distance from the shore around the Yucatan Peninsula. The firey phoenix by Timbuktu or Massawa or possibly the Amazon can be avoided by having only the flagship--otherwise, you'd better have at least 10 planks of lumber or make it to a port shipyard for repairs very soon. To avoid the ghost ship, keep a respectful distance from the fjords, and sail the long way around Havana but don't go between the islands of Cuba and Santo Domingo, or Santo Domingo and Pueorto Rico. If you goof and go through by mistake, try banking most of your cash and fixing your luck with several successive donate-half visits at the Round Earth Society. There are 2 special sea calamities not mentioned here. 1.) A mysterious mist that makes one of your ships disappear, unless you have only the flagship. Avoid by avoiding the west coast of Madagascar, stay close to Africa proper till clear of the region. 2.) A tentacle monster(kraken?) between Goa and Diu that terrifies 10 points of courage out of you and all currently employed mateys(especially bad if you want to have some battles later). Avoid by learning to line up by the Arabian peninsula and go in a straight line east to see if King Cobra is there, then straight west back to Arabia, and never hug the coast between Diu and Goa.

I don't know if I mentioned this before, but FatRatKnight from Gamefaqs did find out that those sea hazards rotate. I'd summarize it, but I'm sure I would not do it justice. You have to trigger a certain number of them before the others will trigger, but there are multiple spots for most if not all of them. All of the information is on the Gamefaqs board, probably in the Studying... topic.

Any information that I provide is based on the SNES version unless otherwise specified. I have thousands of hours into New Horizons and I have played it since it was released in the US on the SNES.

"There are 40 locations for sea monsters, however only 10 can exist at a time (SNES version, anyway). When you trigger one, it is removed and the next available sea monster location is activated. The trigger requires a very specific location -- even being just one tile away wouldn't trigger it, and the coordinates given by instruments aren't actually precise enough, as the trigger size is 1x1. As I don't have a better way to tell you the precise location, the instrument coordinates will have to do.

There are also ten different types of disasters that can happen, although only nine actually exist, as one of them (dragon) is not found at any of the 40 locations.

The first ten events available from the start of the game:
69N 10E - Ghost Ship
64N 20E - Mermaid
52N 13W - Strange Light
44N 24E - Mermaid
15N 1W - Fire Bird
5N 0W - Manta Ray
23S 13E - Strange Light
13S 42E - Dense Fog

The other events are "unlocked" as you trip each disaster, in order of unlocking:

I was recently motivated to play again on my old GENESIS by that, and I saw whales. One such spot is near New Zeland's Moa village, if that was rolled up for you this time. Their effect is capsizing the ship in the rear of your fleet--not a problem if you brought some lumber. The problem for me was the patience to get the ones in the 1st group of 1O and until then refrain from nearing any of the 2nd group of 10, to make sure I was confirming.
