Post Can you learn Skills??

I was curious if anyone knew if I was able to learn all of the skills involved with the game? As in the Cestail skill, Gunnery, Geo, etc... But what I was really wondering if I was able to go to some port, like I did with 2 other skills and learn the skill called "Gunnery". I been all over the place trying to see if I could find it.. But my memory just seems to fail me.. I could have swore you was able to learn it.. Anyways, if anyone knows, or remembers please let me know?

I don't know think it's possible to get accounting or negotiation, if you don't start out with it at the beginning that is.

Carthography in Amsterdam, probably some other places as well. Barcelona perhaps.
Hamburg has Gunnery.
You can't learn the others, unfortunatly. :}
