That looks like it could very well be Ulgu Ali. Koei was very good at including historically based information and characters in their games during the mid-1990s. That doesn't mean that their games are necessarily historically accurate, just that they used that information if it fit the game even when the time frame wasn't right.

Any information that I provide is based on the SNES version unless otherwise specified. I have thousands of hours into New Horizons and I have played it since it was released in the US on the SNES.

I think there was also a pirate named Haedo in Uncharted Waters. I need to do a search on this one.
Also, I made a few more ships that I will share soon.

Every time I meet Ulgu Ali, he always have galleons and I defeat him easily. The hardest one to defeat is Khayr-ad-Din with 10 Venetian Galleass (3200 men). One time I fought him with 8 Tekkoussens with 300 crew on my flagship and 6 with 180 crews and 1 with 60 crews (1440 men).
I won but my ships were heavily damaged. That was a fun battle though. 😀

Risk to lose to such characters as Khayr-ad-Din is great, if you do not use preservation of game in time or before fight. Флагманы of his ships, as a rule, are always skilled and strongly damage the ships from a shot. I remember there was a case, it was possible it to overcome with fleet in structure 10 Flemish Galleon, where till 180 men of a command by each ship and 30 gold guns. While the pirate had till 320 men by each ship and 50 guns. But such cases are rare, it is better nevertheless to attack him, having in fleet galleon, barge.

But the harder the battle, the more fun it is.
That's why I wish we could use the same battle system as the original Uncharted Waters. I often defeated more powerful opponents by attacking the flaghip from a distance. In New Horizon, the other captains don't always attack the flagship from a distance, sometimes they rush into it even when they are outnumbered, wasting many lives for nothing. Like attacking a ship with 320 with only 80. 😀

In my next game I will try to be a pirate only.
No investments or trading, just pirating and gambling when I'm very low on money. I bet I will enjoy it a lot. Like attacking 4 nao with 5 or 6 pinnace. It should be a fun challenge.

I love this game so much. BTW, I tried Uncharted Waters last week but I don't like it anymore and I couldn't find my lists of ports and goods to trade.
In the original game, being at sea is like a nightmare. :O
The ships are much easier to control and the sea is more friendly in New Horizon. Also there are many characters and different goals so I guess I won't be playing the original anymore. I'll miss that pretty waitress from Mombasa though. ;(
