In other words, there are basically only 8 different tasks in the game. The requirements may be higher as your ranks increase (such as needing 14 new ports instead of 2 new ports at a lower rank), but it is the same task.

I've never had a problem delivering a letter or making an alliance with a ruler even when my enmity is high with that ruler. That doesn't mean that you won't get caught, but it seems to be less likely when doing a ruler's request.

All that to say, right, you do not need to visit the ruler to complete the stories.

At the first attack Catalina has found out, that her fleet consists all of 8 ships, instead of from 10, as it usually happens. Can be to her simply not the time has sufficed to collect all ships?

Beginning at the rank of Viscount (the sixth rank) the ruler will give you a free Tax Free Permit anytime you ask, as long as you don't already have one.
