That is the only time that I can think of when the ruler will mention the number of ports like that. Yes, he will tell you how many are allied when you check the sphere of influence, but like you said there are only 100 ports and the maximum you can be allied with is 95.

The other way to be given an impossible task is when playing a character in an adventure game (Joao, Ernst, or Pietro). Sometimes the ruler will ask for discoveries, and if you have already turned in all 50 discoveries it is not possible to complete his task. There are only 50 in each game.

You will loose half of your fame (if I remember correctly) when you tell the ruler that you can't fulfill the task. It seems to me that there should be some in-game check to avoid those two situations, but there isn't.

Yes, if you want the rank of duke you can get that in another type of fame.

Normally you should save before entering the port when you are going to talk to the ruler. That way if he asks you to do something you don't want to, or that can't possibly be done, you can reload and try again. If he doesn't change the task, then raise your fame in another area, and then try and see if he changes the task then.
