With varying stay:
1. Amerigo Bassio
2. Henry Machine
3. Omar Kashani
4. Ivan Soledad

From all these I would not recommend Amerigo Bassio, Miguel Solis and Robert Donahue, as at them skill of navigation very long develops.
That is already in the beginning of game it is possible to employ a strong command with skill of artillery and to begin her slowly to develop.

Since Jack Diffson is in Nagasaki there are two main characters that can't even attempt to recruit him until late in the game. That is Joao and Ernst won't be able to recruit him until late in the game.
