They can change cities occasionally. He might have moved to Naples or even Genoa. When you meet/treat/gossip with someone in a cafe they will tell you the names of recruit-able mates in certain locations and those locations are somewhat linked. By that I mean that gossiping in Genoa or Naples can tell you the locations that are the most likely ports that he might have moved to if he isn't in one of those two ports.

I hope that makes some sense or at least helps.

In most cases your character is the one that has to destroy the fleet that will open up a fleet for him or someone else. It seems that the AI fleets never destroy another fleet. Only a few of a country's fleets can be destroyed and get a new captain, the others simply reform with ten larger ships and the same captain.

Defeating a fleet that has flemish galleons in it will result in that fleet having venetian galeass the next time you see the fleet, regardless of whether it is the same captain or a new captain. Defeating a fleet with a buss as the main ship will result in the fleet reforming with galleons. Defeating a fleet that has galleons results in the fleet having more galleons, up to ten.

Anyway, mates do move around a little. You will notice that you can get information regarding available mates in certain ports while in a port. If you go to any of the ports mentioned, you will get the same information. If you go to a port that wasn't mentioned, provided you gossiped enough, you should get information about mates in a different set of ports.

There is only one mate with more than a few navigation levels that I ever try to add. In other words, I don't try to add mates that are above level 7 or 8 usually. They will normally cost more to hire, and their levels are already high so their stats are harder to increase. Oh, and the only one that I will hire that way is Pilly Reis.

Umm, Pilly has a navigation level of 60 and a battle level of 50. Four of his stats, including luck, are at 100 and he has all 5 skills. The earliest I have been able to hire him is with Ali at nearly level 50 navigation and battle. It takes a while to get Ali to level 50 in battle. XD
