I know i saw a list of them somewhere a long time ago, but now i have no idea where to search. I went on GameFaqs but nothing elaborated there. Unless i search in the wrong places, nothing here as well. Thanks for any link you guys could provide me!

Are you wanting mates for sailing or are you wanting mates that have the gunnery skill?

I usually hire the mates I can get for 10 or 20 gold per month. If you hire mates in the cafe/pub and treat them about 15 or 20 times before hiring them they will join at 100 loyalty. You can't treat the mates you find in the lodge, so they will have low loyalty and may ask for a raise or even abandon you in battle, taking one of your ships. They will eventually become loyal, if you can deal with them long enough.

At the top of my list are Gus Johnson (found in Athens), George Eggel (found in Hamburg), and Cizzaro Fedileti (found in Marseille)and they have the gunnery skill. For sailing, Fritz Ramsey (found in Pisa), Ambroise Einger (found in Ceylon), and Antione Fitch (found in London) have good sailing stats.

Any information that I provide is based on the SNES version unless otherwise specified. I have thousands of hours into New Horizons and I have played it since it was released in the US on the SNES.

There are many good navigators, from which all loyal to a piracy and with skill of attack of artillery. They are in ports of the New World. Though they change each month the place of stay, and it is necessary to search for them, asking about it in the nearest cafes.
All assistants need to be developed, first of all by way of navigation.

One thing I wanted to mention, the most difficult stat to raise from sailing is the intuition stat. This is an important stat for the first mate and the chief navigator to have. It seems to help for locating villages, but the big thing about intuition is that they will warn you of storms in time for you to use a balm if intuition is high enough. Only the first mate or chief navigator will warn you, so you should always have them assigned when you leave the beginning areas (Mediterranean and Northern Europe).

At the very least you want your character to have higher levels than the character you want to hire. Higher level vagabonds will normally refuse, and even if they don't they can have loyalty issues.

It is also important for your character's stats (especially sailing stats) to be higher than a vagabond that you are wanting to hire. A mate that has higher stats than your character will take longer to become loyal to you, if they stay that long.

One way to avoid having to constantly give those mates a raise is to assign them to a ship before entering the harbor. They only ask for a raise when you approach the harbor master, but if they are captain of a ship they won't even ask. Just remember to assign another captain after you leave the port, if you want a different captain or especially if you are away from the beginning area (Mediterranean and Northern Europe).

Mates that are not loyal will disappear with a ship if you get into battle. You can check their loyalty with the fortune teller. Once they become loyal they will refuse an increase in wages and say, "I like working for you." Save before visiting a fortune teller if you want to avoid spending the 50 gold for each mate and then reload once you have the info you wanted. 😮

Yeah, I've heard of people hiring Catalina in Joao's game or of people hiring Joao in Catalina's game. It seems that doing so glitches the game, but since getting to that point means that you have given up the story anyway...
