To ally with a port you have to invest, like you did in Antwerp and Cueta. The amount that you need to invest to get "credit" for a new allied port is based on the economy (investing at the market) or the industry (investing at the shipyard).
The quickest and easiest way to gain the port as an ally is to invest in the one that is the lowest. If you invest enough to raise the port to 75% with your country you will gain an ally. Check at the lodge (inn) to see what the levels are after investing (or before for that matter). Below 75% the port is considered neutral.
If you want the port to be 100% allied then multiply 100 times the number of the economy or industry (whichever one you are investing in) and that is the amount of gold you will need to invest to make the port an ally. Obviously ports that have lower economy or industry will require a lot less investment than ports that have higher economy or industry. For example, I think Ceuta starts with an economy of 85, so if you invest 8500 in the economy that will make Ceuta an allied port.
Investing in ports that are allied with other countries will cause the friendship of that country to drop by 5 for each time you change the alliance. You don't have to worry too much about that until your friendship is minus 20 with a country, but they might send a fleet after you before then. If you keep investing in ports allied with a country and your friendship gets even worse then they WILL start sending a fleet after you. Still, way before that, the pirates Khayr and Idin will come after you to try to take your hard earned money. It is easy enough to avoid them by just watching for ships that always seem to be following you.
You need to reach a higher fame before the Sultan will give you the 50 ingots. I don't recall right off what level of fame was required, but it might have been 8000 fame in trade for you to get the scene with the ingots. Your trade fame is increased by paying back those people that gave you a loan at the start of the game, by investing in ports, and by accepting trade missions at the guild (deliver letter, buy goods, or transport goods). The guild missions are not a very good way to build fame or money, but they are there.
If you focus on trade fame then the ruler will give you one of these four missions:
1) deliver a letter to another ruler
2) make an alliance with another country
3) buy a certain item (make sure you know somewhere else to get the item because the trader in the home port will have the plague until you complete this task).
4) ally with a certain number of ports and the higher your rank the more ports you will be asked to ally with.
There are nine ranks so you will likely have each of those requests twice, but you can save before entering a port and try to get a different quest by reloading...just save BEFORE entering the port.
