A Letter of Marque reduces the amount of enmity you get from attacking another country's fleets. If I recall correctly, the enmity will only increase by 1 point when you attack another country's fleet when you have a Letter of Marque.

The Letter of Marque doesn't seem to work if the battle is part of a story event, like Joao fighting Catalina. This one always gets me because she is "loyal to Spain" for this battle, but in her game or story she should be loyal to piracy.

By the way, there is an enmity for the main character and pirates...you just don't get to see that. If you make a habit of picking on pirates, they will start sending more fleets after you. Well, you always have Khayr or Iden after you, but there may be a couple of more pirate fleets after you if you have defeated a lot of them.

If you defeat Ulgu early in the game, he will follow you for the rest of the game.

Cizzaro is one of my favorite mates. He has decent stats to begin with and a low level, so the stats increase quickly.

It is funny how they can sail right to you, even when you are just sailing. They seem to have the best radar ever!

If you focus on attacking one type of fleet you should never run out of opponents. If you attack a few pirate fleets then they will always be looking for you, or if you attack a few Italian fleets they will also be looking for you. The more of them that you defeat, the more often they will come after you.

Khayr and Idin are always after you if they think you have money. If you defeat Ulgu and he gets his new fleet of ten Galleons, he is relentless in his pursuit.

I always hate if one of them gets replaced by someone like Jacob Walweik. It seems like it takes him two months to sail from Algiers to Seville.
